Celebrating February 23, the Russian Day of the Motherland's Defender--the Putin's Way ... Three Years Ago and What It Meant for Ukraine and Donbass

The write-up below is based (here) largely on the insightful analysis provided by Evgeniy Shabaev:

Three years ago the Kremlin delivered a key blow to and one of the first treasonous coups against the anti-Maidan, anti-fascist, national liberation uprising in Ukraine by making sure that the Kharkov congress of the deputies of the whole South East of Ukraine with 90% of the Ukrainian military command and security present was dispersed without adopting any decision.

Moreover, this happened on the anniversary of the Russian holiday, the Day of the Motherland's Defender, February 23 (the schemers have a knack for using and appreciating the symbolism of their actions and the power of the symbols used, misused and subverted). This significantly weakened the legitimacy, organization, power and effectiveness of the resistance to the Maidan coup.

Anyone who knew about the strange, aborted Kharkov congress and how it was squashed by the Kremlin--with Surkov and other Kremlin's high officials being either in Rostov nearby and advising the power brokers directly (Surkov) or at the congress itself, may see that the above said is true.

Furthermore:

Before that the Kremlin pushed Yanukovich to sign off the effective surrender to the Banderites together with Germany, France, Poland and the EU.

The leaked or hacked correspondence of the Kremlin (Surkov) moreover also showed that prior to that there had been an intensive consultation and coordination of the steps and agreements between Russia and the US on Ukraine, including the Crimea, in the Fall of 2013.

Putin affirms that for him there are no citizens of the DPR and the LPR: only Ukrainian citizens or people without a state, while the usual spinners are now claiming that a lightening came and Putin has "recognized the documents of the Donetsk and Lugansk Republics"

Putin's executive order on letting Donbass people into Russia has been immediately spun as "recognition of (documents) of the Donetsk and Lugansk People's Republics." Well it is not. Putin has not recognized the Donetsk and Lugansk People's Republics as such to begin with. The order calls these entities with their Minsk Agreements names right in the first lines as "territories of the particular regions of the Donetsk and Lugansk regions of Ukraine."

And the people living in these regions of regions of Ukraine are, according to Putin's order, either citizens of Ukraine or stateless persons (foreigners). Moreover, the executive order notably avoids even calling the passports of the DPR and the LPR "passports." Instead, it calls them "documents that confirm identity, issued by local [otherwise unnamed] authorities," which, theoretically, could also be driving licenses, university cards or other identity papers. Thus, Moscow took the pain to avoid recognizing even passports as passports and these are branded as documents issued locally that only testify to the given identity of the given person.

It is understandable that Moscow itself would like to see this order mistaken by the public as more than what it is. But, if pressed, Peskov would most likely have to state the truth. This is not a recognition of the DPR and the LPR as the DPR and the LPR or their passports as passports.

The order merely says that the Russian border officials can let these people into Russia our of "humanitarianism," which is stated as the official motivation.

On the one hand Putin wants to save his face and image, especially in the light of all the troubles piling up and the recent revelation that Surkov and most of the Kremlin never liked even the idea of unification of Crimea with Russia.

On the other hand, it is also possible that this a logistical preparation for an expected flight of the people of Donbass into Russia due to some (planned) forceful resolution of the Donbass conflict.

Путин подписал указ о признании документов граждан Украины, проживающих в Донбассе

Президент России Владимир Путин подписал указ о признании документов, выданных гражданам Украины и лицам без гражданства, проживающим на территориях отдельных районов Донецкой и Луганской областей Украины.

Постановление введено в силу в целях защиты прав и свобод человека и гражданина в соответствии с общепризнанными принципами и нормами международного гуманитарного права, сообщается на сайте Кремля.

Отмечается, что с 18 февраля граждане Украины и лица без гражданства, постоянно проживающие на территориях отдельных районов Донецкой и Луганской областей Украины, могут осуществлять въезд/выезд в Россию без оформления виз на основании документов, удостоверяющих личность, выданных органами местной власти.

How the Kremlin executed a counter-revolution coup against the rising people's revolution in Donbass and then signed on the Minsk Agreements put together by NATO via Germany and France

Boris Borisov wrote what is an accurate and politically insightful analysis:


If you think that the Donetsk People's Republic is a [revolutionary state and society], that's not true at all. In the DPR and LPR the victorious counter-revolution is in power; the bourgeois contras rule. Roughly speaking, it is "Kolchak" redux.
The counter-revolution in the DPR won in three stages:
1) During the election of May 14, 2014, a protege of oligarchy and anti-communist Boroday became the head of the government.
2) The first subversion of the People's Constitution took place together with taking some powers from the People's Supreme Soviet to the bourgeois Presidium or government in August of 2014 [just as Strelkov, Bolotov and others were forced by Moscow to leave Donbass on the eve of the Minsk deal with the fascists].
3) The second and final subversion of the People's Constitution led to the complete dispersal of the Supreme Soviet in September 2014.

From this point a bourgeois [counter-revolutionary] government and its colonial power was fully established in the Donetsk Republic. The Communist Party was banned, all the Communists from the People's Soviet (Parliament) were expelled. The state budget became secret for the people, the people were deprived of even local elections and their voice in selecting local authorities. Rallies and demonstrations and even a citizens' assembly (town hall meetings) are banned. All in all, this [counter-revolutionary] government deserves only contempt.

Preventing such development was possible only until September 2014 through a concerted action the militias and pro-people's political forces which, however, were then idle and merely waiting [what Moscow and the authorities will do].

After that the window of opportunity closed.
Such is then the [sad] history [of the hope suppressed by the Kremlin].

Если вы думаете, что в ДНР у нас революция, то это не совсем так. В ДНР и ЛНР у нас у власти победившая контр-революция, взявшая верх буржуазная контра. Грубо говоря, "Колчак".

Контр-революция в ДНР победила в три этапа:

1) Избрание 14 мая 2014 года ставленника олигархата и антикоммуниста Бородая руководителем Правительства

2) Первая подмена Конституции, передачи части власти от народного Верховного Совета Президиуму (буржуазного) Правительства, в августе 2014 года.

3) Вторая подмена Конституции, полный разгон Верховного Совета в сентябре 2014 года.

С этого момента в ДНР полностью установилась власть колониального буржуазного правительства. Оно запретило Компартию, изгнало всех коммунистов из Народного Совета, засекретило от народа бюджет государства, отказывает народу даже в местных выборах для выбора местной власти, запретило митинги и демонстрации, и даже "собрания граждан", и в целом, ничего кроме омерзения не заслуживает.

Предотвратить такое развитие событий было возможно примерно до сентября 2014 года, при согласованных действиях Ополчения и про-народных политических сил (которые в этот момент бездействовали и ждали).

После - уже нет, до следующей "развилки Истории".

Вот примерно такая хронология.

Putinists claim that Putin is strategizing decades ahead; he has presided over the creation of over 100 dollar billionaires since 2000 and has brought Russia below wages of Romania and the GDP of Italy. Moreover, he and his oligarchic training are running out of time or against one notable deadline--the next presidential elections due in March 2013. What does this mean for Donbass?

Yes, Russia's presidential elections are already around the corner--officially scheduled for March of 2018 with some possibility of holding them early. In this situation, the previous ostensible freezing of the Donbass conflict is running now against the next fork in the road.

The ostensible freezing and containment of the conflictin Donbass gave the Kremlin time to remove or liquidate key Novorossiya leaders and supporters or give their names to Kiev (if they were on the territory of Ukraine) and also time to try to break down the spirit of the people of Donbass by assigning them back to Kiev in the Minsk agreements anyway and by crushing them with the help of Kiev's constant shelling and abject economic and social misery.

In this situation, even though the Kremlin will try its best to make the Russians forget the Russians in Donbass and the Minsk capitulation deal, the issue can disrupt and upset the happy management of the election campaign, its debates and the even happier yet another falsification of the ballot tallies.

Even less welcome would be protracting the Donbass crisis and then having it explode right in the middle or before the election.

Of course, for the Kremlin (from the point of view of its oligarchic anti-national interests), the best would be if Donbass surrendered "voluntarily" itself. But for that to happen, the Kiev regime has showed no willingness to help with any face-saving measures, which has been added unto the Minsk deals (decentralization, amnesty, constitutional reform ...).

So the Kremlin might have well concluded that it has some six months to come up within the next six months with some creative idea of how to make Donbass go back to its "native harbor" of the Banderite regime and I do bet that the Kremlin hopes a lot that the new US administration will save its partners and (double) agents in making this happen.

The other option would be, of course, just to "secretly" ask Kiev to do all that by force, while keeping most of the heavy weapons of the militia safely stored and withdrawn as before under the control of OSCE and while giving as much intelligence and help as possible to Putin's "partners" and Putin's "best choice or chance" in the form of Poroshenko and his team.

Донецк и Луганск синхронно выдвинули ультиматум предприятиям, имеющим регистрацию на украинской территории и платящим налоги не в "народный", а в киевский бюджет - до 31 марта им предписано пересмотреть свое поведение и начать платить налоги в бюджеты ДНР и ЛНР. В противном случае предприятия будут переданы под управление местных временных администраций.
Учитывая, что вся координация действий Луганска и Донецка проводится Москвой, синхронность заявлений прямо указывает на их авторство. Вот только логика ультиматума не выглядит очевидной.
Во-первых, несмотря на войну, экономические связи между воюющими территориями до конца не разорваны. Они существенно затруднены и переведены во многом в серую зону, но вариантов нет - без Украины Донбасс несамодостаточен (особенно если учесть, что отгружать в Россию продукцию тоже приходится по крайне нелегальным схемам - формально российская таможня рассматривает ДНР и ЛНР как украинскую территорию, поэтому легально оформлять поставки весьма непросто). Украина без Донбасса тоже дышит через раз, причем очень тяжело. Поэтому вот так вот просто проблема не решается - да и смысла в этом решении нет: Минский сговор рулит, а значит, в Москве спят и видят, когда всю эту постылую ситуацию удастся сбагрить с рук. А потому нет никакого смысла переориентировать поставки с Донбасса в Россию и легализовывать их. Ничего не изменилось и не изменится до 31 марта, а потому речь идет именно об угрозе и не более того.
Во-вторых, выполнение ультиматума будет означать просто закрытие большей части и без того коматозных предприятий. В такой ситуации их будущее - резка на металлолом с последующим его вывозом на сопредельные пункты приема. В противном случае все просто сгниет и всё.
В сущности, ультиматум - это давление на украинских собственников. А вот с какой целью - это вопрос. Целей может быть две.
Первая - раз "имплементация" минских договоренностей затягивается, то платите, ребята, за свой Донбасс сами. Как - без понятия, выкручивайтесь сами. В российском бюджете дыра, у нас тут скоро сакральная Сирия на подходе ждет освобождения, в общем - сами как-нибудь.
Вторая цель - заставить олигархов надавить на власти в Киеве, чтобы те, наконец, забрали уже свой Донбасс и не беспокоили Великого и Ужасного эдакой мелочевкой. У него гениальные планы на всю Вселенную, а вы его отвлекаете каким-то Донбассом, по которому давно уже все договорено и забыто. Ну, и выборы скоро - надо бы, чтобы сдача Донбасса прошла как-то не слишком синхронно с ними, чтобы впечатление от величия Главного кандидата не портить.
Других вменяемых причин как-то не наблюдается. Вариант, что донецкие и луганские власти вдруг озаботились бедственным положением своего населения или вдруг кураторы из Кремля преисполнились жалостью к дончанам - не, да ну бросьте. Привидится же такое, фу. Чур нас.

Историческое поражение России состoялось в Холодной войне, которое затем закрепилось и было институционализовано договарами (по сути тайными), экономически, идеологически, системно и отбором для России наихудших кадров, правителей и менеджеров. Фашизация Украины состоялась при полном попустительстве, коллаборации и согласии Кремля и олигархата.

Возможность сопративления бандервскому реваншу была сломана и закрыта самым Кремлём и этой задаче был пожертвован (убит и устранен) цвет русского и про-русского сопротивелния на Украине.

Никто обратно Украину русским отдавать не будет. А ещё меньше бесплатно. Для Хиллари и её друзей приоритетом было покончить с Россией как таковой. Трамп осознает всю слабость России. Для него добивать Россию глупо если её невозможно будет управлять или контролировать.

Но Россия или её остатки угодны и ещо полезны как наёмники и расходной материал для американских войн.

Для Трампа будет довольно, если  он добьется того, что Кремль будет уже явно и совсем подчиняться указам из Вашингтона. В этом направлании Путин уже пошёл по ядерном договоре с Ираном и довольно далеко по Сирии полоностью соглашаясь на план господина Керри.

Без фундаментального разворота самой русской власти Донбасс обречен. Но Россия тоже. И без этого речь о том, как менять Украину или што-то вне, бессмыслена и чистая фантастика.

Конечено возможно, как это Эл Мюрид предлагает, предложить Америке новый договор о капитуляции и разделе России. Но кроме криминальных олигархов, которые это уже сделали и даже делают, США не имеет никого другого сайта кем другим реально в России договариваться.

Как популярно говорят "капитализм в кризисе," и самый привычный способ как это решается это путем войны. А если так, значит для США вопрос сужается на счёт именно кого. Здесь хромая, проданная и преданная Россия подходит как  очень увлекательный кандидат. Но в отличии от Обамы Трамп каинется считает, что у ИСИС есть право пути (когда как ИСИС был предназначен для раширения темноты и хаоса для самой России).

Я спросил, что нам делать? Честно сказали, что не знают. Обещали помогать информацией, неофициально.»
«Только задним числом понимаешь, как нас обвели. В июле, когда ситуацию вокруг Донецка довели до края как в Славянске, Стрелков поверил угрозам кураторов в ФСБ, что если он не уйдет, то помощь из России не дадут. Это была ошибка. В тот момент Россия была настолько едина в желании помочь, что бездействие власти совсем подорвало бы пошатнувшийся крымский авторитет. Если бы в ответ на шантаж Стрелков с командирами ополчения обратился к народу России, заявив о предательстве Новороссии, – помощь они бы дали. Но мы приняли их условия, надеясь на патриотические силы в окружении президента. Убежденность, что власть в России неоднородна и в ней действуют разные силы, часть которых за русских и Новороссию, – иллюзия. К сожалению, вера в это – наша общая болезнь.»
